Do you know a student who is one of America's top teens?

A proposed new TV series, “America's Top Teens,” is looking for students age 13 to 19 to be nominated for the pilot of a new video magazine.

Any teenager who has overcome the odds, has had great achievements or is extremely talented will be considered.

Students can nominate themselves, or be nominated by a parent or teacher.

To nominate a student, go to www.americastopteens.com and enter a short video and essay about you or your nominee.

Three nominees will be used for each episode, so enter now.

Entry deadline April 30, 2015.

LUCERNE, Calif. – The next general meeting of Lucerne Friends for Locally Owned Water – or FLOW – will be held Saturday, Nov. 15.

The meeting will begin at 11:30 a.m. in the Rose Room at the Lucerne Alpine Senior Center, 3985 Country Club Drive.

Topics will include the use of a municipal advisory council, the Environmental Justice Coalition for Water and Marymount California University.

KELSEYVILLE, Calif. – The upcoming Redbud Audubon program will introduce audiences to the incredible diversity of California native bees.

The November meeting will be held Thursday, Nov. 20, with refreshments at 7 p.m. and meeting at 7:15 p.m. in Glebe Social Hall, St. Peter’s Catholic Church, 4085 Main St., Kelseyville.

Presented by Sara Leon Guerrero, who has been working as a research assistant for Dr. Gordon Frankie in the UC Berkeley Urban Bee Lab since 2012, this program will explore the incredible diversity of California’s native bees.

With 1,600 species in California alone – nearly 40 percent of the total diversity in the US – native bees are an important part of California’s natural history and essential to the health of the state’s diverse ecosystems.

This talk by Guerrero will cover native bee ecology, bee-plant relationships, and the implications they have on habitat gardening. It will provide the listener with knowledge to start encouraging native bees at home.

The audience will also learn about current UCB Urban Bee Lab projects, including the California Statewide Urban Bee Survey and Farming for Native Bees in Contra Costa and Ventura counties.

Guerrero majored in conservation and resource studies and is a former student of Dr. Frankie.

She has dedicated the past two years to exploring bee-plant relationships in urban and agricultural landscapes and is project manager for the UC Berkeley Urban Bee Lab’s Farming for Native Bees project, which partners Lab with small farmers in Brentwood, and Ventura.

NORTH COAST, Calif. – Caltrans reports that the following road projects will be taking place around the North Coast during the coming week.

Included are Mendocino County projects that may impact Lake County commuters.

LAKE COUNTY

Highway 29

– Caltrans will perform routine maintenance from Bell Hill Road to Argonaut Road on Friday, Nov. 14. One-way traffic control will be in effect from 8 a.m. to 4 p.m., weekdays. Motorists should anticipate 15-minute delays. LC#S29BA
 
MENDOCINO COUNTY
 
Highway 1

– Bridge deck rehabilitation at the Salmon Creek Bridge will continue through Friday, Nov. 14. One-way traffic control will be in effect from 7 a.m. to 5 p.m., weekdays. Motorists should anticipate five-minute delays.
 
– Caltrans will perform routine maintenance at the Albion River Bridge through Friday, Nov. 14. One-way traffic control will be in effect from 8 a.m. to 3 p.m., weekdays. Motorists should anticipate 10-minute delays.
 
Highway 101

– Caltrans will perform slide repairs near the Korean War Veterans Memorial Bridge (near Frog Woman Rock). Northbound traffic will be restricted to one lane 24 hours per day, seven days per week. Motorists may experience minor traffic slowdowns.
 
– Highway construction 1.0 mile south of the Haehl Overhead Bridge to the Haehl Overhead Bridge will continue. Intermittent one-way traffic control will be in effect from 6 a.m. to 6 p.m., weekdays. Motorists should anticipate five-minute delays. A long-term detour is in place with a 20-mile-per-hour advisory speed. Motorists are urged to drive with caution and will experience minor traffic slowdowns.
 
– Bridge rehabilitation at the Mignon "Minnie" Stoddard Lilley Memorial Bridge and the Elizabeth Jane Rosewarne Memorial Bridge will continue. One-way traffic control will be in effect from 5 a.m. to 5 p.m., weekdays. Motorists should anticipate five-minute delays.
 
Highway 271

– Bridge rehabilitation at the McCoy Creek Bridge will begin Monday, Nov. 17. One-way traffic control will be in effect from 5 a.m. to 5 p.m., weekdays. Motorists should anticipate 10-minute delays.

The Caltrans Traffic Operations Office has reviewed each project and determined that individual project delays are expected to be less than the statewide policy maximum of 30 minutes, unless noted otherwise above.

CLEARLAKE, Calif. – On Friday, Nov. 14, at 3 p.m. local author Robin C. Harris will present his book “Journeys Out of Darkness: Adventures in Foster Care” at Redbud Library in Clearlake.

Harris has been a teacher, a school counselor and a school principal. With his wife he has operated residential schools and summer camps for children with learning and behavior challenges.

Harris distills all of that experience into what he calls a user-friendly book with universal appeal.

Redbud Library is located at14785 Burns Valley Road in Clearlake.

The library is open Tuesdays, Thursdays, Fridays and Saturdays, 10 a.m. to 5 p.m., and Wednesdays from noon to7 p.m.

 CLEARLAKE, Calif. – The board of Lake County PEG TV Channel 8 will meet on Wednesday, Nov. 12.

The meeting will begin at 6 p.m. in the council chambers at Clearlake City Hall, 14050 Olympic Drive.

The board will consider a fundraising event and live broadcast of the city's Christmas light parade.

Board members also will receive reports from the programmer and chair, approve the Oct. 8 meeting minutes and consider canceling the December meeting.

Board members include Chair Ed Robey, Vice Chair Martin Scheel, and board members Eric Hoefler, Denise Loustalot and Vince Metzger.
